Carl joined the Joint Emergency Services Interoperability Programme (JESIP) at its inception in August 2012. Originally from the North West Ambulance Service, Carl was the Head of Resilience Development, leading on the delivery of a wide variety of Emergency preparedness and Resilience functions, Commander training, debriefing and organisational learning from incidents.
As the JESIP Ambulance Senior User, he led on developing the initial JESIP training products and a model for their delivery, this resulted in over 12000 emergency service commanders being jointly trained through 2013/14. Following the initial two-year programme, Carl is now heading up the JESIP team as the Deputy Senior Responsible Officer.
He is an experienced commander and has commanded the ambulance response to a variety of incident types.
Carl attained a Master’s Degree in Management from Manchester Metropolitan University Business School in 2009.
